Meet the 2025 Candidates | Part 2

Economic growth is at the core of nearly every local decision, and the next slate of local leaders will directly influence how our community attracts talent, supports small businesses, and invests in quality of place. As a regional economic catalyst, Southwest Michigan First, in collaboration with Sean Moscynski, Director of Public Policy and Strategic Initiatives, has invited all candidates for mayor, city commission, and related municipal offices to respond to a questionnaire focused on practical strategies for regional prosperity.

This feature spotlights responses from local candidates who replied to our outreach and marks the final part of our election coverage. Find the first part of our series here. Each candidate shared their experience, motivation for running, and top priorities, along with how they plan to serve within the responsibilities of their office. Candidates also reflected on their vision for economic growth in Southwest Michigan, key opportunities and challenges, and approaches to collaboration, civility, and community engagement. Our goal is to inform—not endorse. Responses appear in the candidates’ own words, listed alphabetically by last name.

We will publish candidate responses in the weeks leading up to Election Day on November 4, 2025. If you are a candidate for mayor, city commission, or any municipal office who did not receive a questionnaire or wish to submit your responses, please reach out to us.

David Anderson (Nonpartisan)

Candidate for Mayor of Kalamazoo

1. What community/professional experiences do you possess that have prepared you for this position?

My 20 years of service on the Kalamazoo City Commission, six years as Mayor. 15-year President of my neighborhood organization. Founding and 23-year member of the Kalamazoo County Public Housing Commission. Years of service on the City DDA/DEGA downtown development board; KATS, the county-wide transportation planning body; the North-side Cultural Business District Authority; the Environmental Concerns Committee. Thirty-three years as Director of Housing and Facilities at the County Public Mental Health Authority.

2. What is your motivation for running for office?

I am committed to building a safe, vibrant, inclusive community where all residents have an opportunity to thrive.

3. Please list your top priorities within the responsibilities of this elected office.

Setting policies and measurable goals that improve the infrastructure and services provided by the City while operating within a balanced budget. This includes investing in roads, walkability, water and wastewater facilities, parks, public safety, and economic development. Also supporting our community’s for-profit and non-profit partners to create affordable housing options, address homelessness, and provide opportunities for residents to thrive. I support equitable and environmentally sustainable approaches to creating a safe community across the city.

4. How do you plan to accomplish these goals within the responsibilities and restrictions of the office?

By building a strong, respectful City Commission team that engages in civil, productive conversations around shared goals, and collaborating with the City Manager’s office to build a budget and metrics that support the Commission’s vision.

5. At Southwest Michigan First, our mission is to increase economic prosperity for all of Southwest Michigan. If elected, will you support policies that will lead to economic growth needed to achieve our goal of greater job growth and workforce development?

Yes. It is imperative that the City and the region focus on high-value economic development and investment. Opportunities for living-wage jobs, employment growth and workforce skill enhancement are critical for families and individuals to thrive.

6. How will your election impact the region’s workforce and companies who call Southwest Michigan home?

I have a history of collaboration and strong positive relationships with adjacent political jurisdictions, community members, and local for-profit and non-profit entities. If elected, I intend to devote more time and attention to working with the local business community to seek greater alignment and support for initiatives that address investment, job creation and broader community challenges.

7. How can elected officials create a place where working together toward meaningful progress is the priority?

Elected officials must engage in honest, respectful, and outcome-oriented conversations where disagreement does not lead to acrimony. This requires individual and small group conversations with a wide array of stakeholders that focus on building a thriving community. These conversations should lead to support for joint community-development efforts, a clear understanding of goals and challenges, and a shared intent toward wealth, health and quality-of-life initiatives.

8. What opportunities do you see for elected officials to strengthen community engagement and broaden access to economic and civic opportunities? What challenges may arise?

Opportunities for engagement are built on trusted relationships and the willingness to discuss difficult topics and find joint solutions, as I have done in my years of service to the community. Challenges arise when there is disagreement or misunderstanding. This occurs when relationships do not exist and there is a perception of unaligned goals. Humans and relationships are complicated, and the most important path toward communication and understanding is avoiding making disagreements personal.

9. In what ways do you plan to connect with constituents to receive their input?

There are many opportunities to meet and interact with individuals at community meetings and gatherings, and by using other communication modes including email, 311 connections, phone calls and newsletters. Additionally, every public City Commission meeting includes opportunities for public comments.

10. What are your long-term political/career goals?

I have no other political or community engagement aspirations other than my service on the City Commission and other public and non-profit boards. My 33-year professional career at the County mental health service provider, Integrated Services of Kalamazoo, has afforded me the opportunity to utilize my education and training in accounting from WMU, my experience with grant writing, and my skills in construction and facility management — all activities that I love.

    3. Strengthening trust between the community and city government.
4. As City Commissioner, I understand that my role is to set policy, make budgetary decisions, and work collaboratively with fellow commissioners, city staff, and the community. To accomplish my goals, I will:
  • Build Partnerships: Work with local organizations, nonprofits, and neighborhood associations to expand housing resources and ensure redevelopment benefits all residents.
  • Use Policy & Budget Tools: Support ordinances and allocate funding that prioritize affordable housing, safe infrastructure, and community-centered public safety.
  • Engage the Community: Hold regular listening sessions and remain accessible so residents’ voices shape decisions that affect them.
  • Promote Accountability: Advocate for transparent decision-making and ensure city resources are distributed fairly and equitably.
  • Collaborate Across Government: Partner with county, state, and federal officials to leverage resources that strengthen Kalamazoo’s neighborhoods and economy.

Yes, I would support policies that will lead to economic growth needed to achieve your goal of greater job growth and workforce development.

6. How will your election impact on the region’s workforce and companies who call Southwest Michigan home?

My election will impact on the region’s workforce and companies who call Southwest Michigan home by:

Ensuring Equitable Growth

  • As our city develops (e.g. infrastructure, downtown development, public transportation, public safety), ensure that all neighborhoods benefit, so that companies in underserved areas also have access to the infrastructure and workforce they need.
  • Focus on equity in hiring and contracting encourage companies to commit to hiring from within Kalamazoo, including from disadvantaged neighborhoods, supporting local small businesses, minority-owned businesses etc.

7. How can elected officials create a place were working together toward meaningful progress is the priority?

Elected officials can create a culture of working together by leading with respect, listening first, and keeping people not politics at the center of decision-making. For me, that means:

  • Practicing Transparency: Being clear and open about how and why decisions are made so residents and colleagues can trust the process.
  • Building Relationships: Taking time to collaborate across differences, because meaningful progress only happens when everyone has a seat at the table.
  • Focusing on Shared Goals: Instead of letting disagreements stall progress, we should come back to the values we all share safe neighborhoods, strong local jobs, and opportunities for our families.
  • Encouraging Community Voice: When residents see their input reflected in policy, it strengthens trust and motivates collaboration across the city.
  • Leading by Example: Treating every partner whether a commissioner, city staff, business owner, or neighbor with dignity, and showing that solutions are stronger when they’re built together.

Progress doesn’t come from one person or one office it comes from leaders willing to listen, compromise, and stay focused on what’s best for the people we serve.

8. What opportunities do you see for elected officials to strengthen community engagement and broaden access to economic and civic opportunities? What challenges may arise?
  • Opportunities
    • Expand Access to Civic Participation: Hold neighborhood-based listening sessions, provide translation/interpretation services, and use digital platforms so more residents can engage with City Hall.
    • Invest in Inclusive Economic Growth: Support small businesses, especially minority- and women-owned, and create pathways into local government contracting and workforce training.
    • Strengthen Partnerships: Work with schools, nonprofits, and local employers to connect residents with training, apprenticeships, and career pathways in high-demand fields.
    • Youth Engagement: Develop mentorship and civic programs that encourage young people to see themselves as future leaders and decision-makers.
    • Accessible Government: Make city services easier to navigate by improving communication, streamlining processes, and ensuring equity in how resources are distributed.
  • Challenges
    • Trust & Representation: Some communities may feel left out due to historic inequities, making it harder to build trust with government.
    • Resource Limitations: City budgets are limited, and balancing priorities can create tough trade-offs.
    • Competing Interests: Economic development opportunities sometimes spark tension if residents feel excluded or displaced by redevelopment.
    • Barriers to Access: Transportation, childcare, and digital divides can keep residents from participating in civic processes.
    • Polarization: Differing viewpoints and political divides can slow collaboration unless officials commit to respectful dialogue.

By listening intentionally, using resources wisely, and committing to equity, elected officials can turn these challenges into opportunities to build a more inclusive and engaged Kalamazoo.

9. In what ways do you plan to connect with constituents to receive their input?

I believe strong leadership starts with listening. As City Commissioner, I plan to connect with constituents in multiple ways to ensure all voices are heard, including:

  • Regular Community Meetings: Hosting open forums and neighborhood listening sessions across the city.
  • Accessible Communication: Using social media, newsletters, and a commissioner website to keep residents informed and invite feedback.
  • Neighborhood Partnerships: Working closely with neighborhood associations, nonprofits, and community groups to stay connected to local priorities.
  • Office Hours & One-on-One Conversations: Making myself available for residents who want to share concerns directly.
  • Inclusive Engagement: Providing translation, childcare, and virtual participation options so more people can take part in the process.

My goal is to meet people where they are, listen with respect, and bring their ideas and concerns into every decision I make as commissioner.

10. What are your long-term political/career goals?

My long-term goal is to continue serving the people of Kalamazoo in ways that make a real difference in their lives. Right now, my focus is on being an effective City Commissioner advocating for affordable housing, safe neighborhoods, and inclusive economic growth. Over time, I want to deepen my leadership in public service, whether that means continuing at the local level or taking on broader roles that allow me to amplify the voices of our community. My career goals aren’t about holding a title they’re about building trust, creating opportunity, and ensuring government works for everyone.

1. What community/professional experiences do you possess that have prepared you for this position?

For 18 years, I have served as an active community member and volunteer, including on the Executive Board of El Concilio. As a job developer, I partnered with over 200 local businesses to understand their needs and those of employees. I hold an advanced degree covering best practices for shared development that benefits residents, employers, non-government agencies, and governments. For the past six years at Stryker, I have learned global best practices.

2. What is your motivation for running for office?

I want our local government to focus on developing underserved neighborhoods and the business corridor of Sprinkle Road, supporting employees, residents, and local businesses. Portage’s top employers should not face challenges attracting national talent. I also aim to be a voice of reason when City actions conflict with public sentiment, offering residents balanced context and a broader perspective so decisions reflect both community needs and long-term vision.

3. Please list your top priorities within the responsibilities of this elected office.
  1. Ensure progress on connecting Portage Road to Sprinkle Road via the bike trail and installing sidewalks/trails along Sprinkle Road from the Kalamazoo/Portage line to at least Ramona Park.
  2. Work to have City-owned property along this section of Portage Road, rezoned for downtown development, reviewed for community-accessible parking and Metro bus stops.
  3. Collaborate with the City Manager to update the Mi.Portage app to collect feedback on the new single-hauler waste contract.

Absolutely.

6. How will your election impact the region’s workforce and companies who call Southwest Michigan home?

My election will benefit regional companies by supporting workforce mobility, reducing turnover, and encouraging spending at local businesses. Workers will gain improved earnings, more stable employment, transportation savings, and better access to community resources. These benefits extend beyond Portage, positively impacting the Greater Kalamazoo area.

7. How can elected officials create a place where working together toward meaningful progress is the priority?

Officials can foster meaningful progress by meeting residents and employers where they are, listening to their challenges, and collaborating on solutions that deliver long-term benefits for all. Regular check-ins and publicly shared progress updates build accountability, ensuring the community sees tangible results and remains aligned in working together toward shared goals.

8. What opportunities do you see for elected officials to strengthen community engagement and broaden access to economic and civic opportunities? What challenges may arise?

Connected sidewalks and transit drive civic engagement. By linking neighborhoods with safe sidewalks and improving public transit, we create a community where people can travel freely, without stigma or long waits in harsh weather. This mobility supports local businesses, expands access to jobs, and fosters greater participation in civic life. Reliable, accessible transportation not only strengthens economic security but also empowers residents to contribute more fully, building a stronger, more connected Portage.

9. In what ways do you plan to connect with constituents to receive their input?

I will stay connected with constituents by knocking doors, attending public events, and engaging in everyday conversations. Kathleen Olmsted (Nonpartisan)

Candidate for Portage City Council

1. What community/professional experiences do you possess that have prepared you for this position?

25+ years of Customer Service, Banking & Mortgage Servicing industry & volunteering, BS WMU, Election Inspector since 2016 & currently an Elections Chair

2. What is your motivation for running for office?

The job of the Portage City Council is to represent the entire City and its Residents.

  • The Portage City Council revoked my right & the Residents’ right to choose our consumer choice in awarding an exclusive single hauler disposal contract to Waste Management.

The City Council is responsible for adopting and amending city laws and ordinances, determining city policies and standards, and authorizing the annual city budget. The Council also: Approves Contracts and Agreements, Determines City Tax Millage Rates, Determines Utility Rates & Directs the City Manager.

My goal is to hold the Portage City Council to transparency, to the City Organizational Chart where the Residents’ are above the City and also support Portage in all its
greatness.

5. At Southwest Michigan First, our mission is to increase economic prosperity for all of Southwest Michigan. If elected, will you support policies that will lead to economic growth needed to achieve our goal of greater job growth and workforce development?

The Council will be better balanced and offer Residents’ their choice and read my answer to #2, #5 and #7

7. How can elected officials create a place where working together toward meaningful progress is the priority?

Creating a place is not an issue. There are many spaces & Forums available to Portage. The key to meaningful progress is open mindedness, addressing real needs, a free and open communication between the Residents’, City Council, Local Businesses and any 3rd party entity where we can discuss collaboration and reach some kind of appropriate compromise that benefits Portage Residents’, Portage local businesses and Portage City.  Communication, Communication, Communication.

8. What opportunities do you see for elected officials to strengthen community engagement and broaden access to economic and civic opportunities? What challenges may arise?

Community engagement is not on the City Council Priorities for Fiscal Year 2025-2026.
We need Volunteerism, Student learning, more advertisements & Residents to attend any City Meeting. We need our Elected Officials to participate in all local parades. Farmer’s Market or any Local event that is not just a Ribbon Cutting Ceremony.
Take the QVF (Qualified Voter File) and reach out to those without a phone number or email address and engage them.

9. In what ways do you plan to connect with constituents to receive their input?

Patricia Randall (I)

Candidate for Mayor of Portage

1. What community/professional experiences do you possess that have prepared you for this position?

I have served as the Mayor of Portage for the past 8 years. Prior to that, I served as a Council Member for 8 years. I understand how government can work to better serve its citizens.

2. What is your motivation for running for office?

I first ran for council in 2009 as an advocate for change, after my husband and I successfully won a property tax dispute with the City Of Portage, I felt compelled to correct the system for all residents. I am honored to have been a part of the change in Portage over the past 16 years.

3. Please list your top priorities within the responsibilities of this elected office.

My top priorities for the coming term are:

  1. Opening a new permanent location for a Farmers Market,
  2. Zoning Changes that spur development in Crossroads Mall and other vacant buildings.
  3. Support our schools
  4. Continued growth of housing units

4. How do you plan to accomplish these goals within the responsibilities and restrictions of the office?

Without using local tax dollars, our new farmers market is set to open in the spring of 2026. It will offer healthy eating options, support local and build a sense of community.

We are trying to be more progressive and creative in our zoning ordinances. Any tools the city can provide to developers to redevelop existing empty buildings will have a positive ripple effect for our region.

Supporting our schools includes infrastructure around our buildings so kids can bike and walk safely, parent drop off does not create traffic issues, and resource officers in our middle and high schools all come from city tax dollars.

In the past 3 years the city has approved 1046 new housing units. We will continue to work with developers to build units at all price points. We also started Stanwood Crossings which is the first ever city driven 80-120% AMI development. We combined many public financing options to make these affordable for 48 new home buyers into perpetuity.

5. At Southwest Michigan First, our mission is to increase economic prosperity for all of Southwest Michigan. If elected, will you support policies that will lead to economic growth needed to achieve our goal of greater job growth and workforce development?

With a background in finance and banking, I have always supported economic development and my record reflects that.

6. How will your election impact the region’s workforce and companies who call Southwest Michigan home?

I have a strong tract record of supporting our local businesses and will continue to do so. It is not uncommon for a business owner to contact me prior to even starting a project to share their ideas. Creating new jobs and growing our tax base are critical to the future success of our region.

7. How can elected officials create a place where working together toward meaningful progress is the priority?

Portage City Council is nonpartisan. I think keeping politics out of the mix, keeps us moving forward. I make every effort to support and connect with each of my council members on a regular basis. I also meet with our county, state and federal representatives. I hosted 40 mayors from around Michigan this summer to discuss ways we can all work better together. Networking and sharing ideas are both important.

8. What opportunities do you see for elected officials to strengthen community engagement and broaden access to economic and civic opportunities? What challenges may arise

Probably the best way is to be out in the community, connecting with people. Establishing relationships helps build the bridges we need to take a vision and make it a reality. I attend multiple events every week and if I leave with one good connection, I feel it is worth my time.
The challenge is finding a diverse group of people who have the time to commit to public office. Many weeks I feel like being mayor is a full time job.

9. In what ways do you plan to connect with constituents to receive their input?

I started writing a monthly Mayor’s Column in The Portager five years ago to fill the void of less media coverage. My goal is to keep constituents informed on city matters. I return every email and call from residents. I arrive at meetings early and stay late, if anyone comes to talk to me.

10. What are your long-term political/career goals?

Sixteen years after first being elected, I never thought I would still be a part of local government. I love being Mayor and the impact I have on improving lives on a local level.

I worked in the City of Kalamazoo’s Planning and Economic Development Department, managing projects and engagement across 22 neighborhoods. I served on the Battle Creek Public Schools Board of Education, where I chaired the successful passage of a $44.8 million bond in 2021. I also previously managed marketing accounts for Kellogg’s, PepsiCo, and Mars, bridging digital and consumer engagement. Currently, as a licensed real estate agent, I understand the needs of people relocating and calling Kalamazoo home. These experiences give me a unique ability to connect government, education, housing, and business to move Kalamazoo forward.

2. What is your motivation for running for office?

Kalamazoo deserves leadership that connects vision with action. Kalamazoo should be the easiest place to move to, start up, and plug in. I’m running to make it simpler for businesses to launch and grow here, for talent to find housing and opportunity, and for residents to engage in civic life. City Hall must be a partner that clears barriers and accelerates innovation, not an obstacle.

3. Please list your top priorities within the responsibilities of this elected office.

My campaign, Kalamazoo GO, is about getting the city moving by supporting neighborhoods, growing business, energizing civic life, expanding nightlife for all ages, and going green. My top five priorities are:

  • Go Neighborhoods: Strengthen housing and stability.
  • Go Business: Make it simple to launch and scale locally.
  • Go Civic: Build pathways for participation.
  • Go After Dark: Grow the night economy for all ages.
  • Go Green: Advance sustainability and infrastructure.

4. How do you plan to accomplish these goals within the responsibilities and restrictions of the office?

As commissioner, I can’t manage daily projects, but I can set direction, convene partners, and insist on accountability. I will advocate for clear public reporting, including a dashboard that tracks progress on housing, business, and civic initiatives. My approach is to connect residents, businesses, and city staff so strategies move forward in a transparent, collaborative way.

5. At Southwest Michigan First, our mission is to increase economic prosperity for all of Southwest Michigan. If elected, will you support policies that will lead to economic growth needed to achieve our goal of greater job growth and workforce development?

Yes. Kalamazoo GO is built on growth & opportunity: supporting businesses from idea to scale, aligning housing with workforce needs, and expanding nightlife to attract and retain talent. Growth must be strategic and accessible, so prosperity is shared across neighborhoods and industries.

6. How will your election impact the region’s workforce and companies who call Southwest Michigan home?

My election means a stronger advocate for the local economy. I will champion nightlife, hospitality, and tourism as growth sectors, while also addressing housing and homelessness that affect workforce stability. By working with Southwest Michigan First, the regional planning commission and business partners, I’ll help align city policy with regional strategies. Tackling these challenges together creates conditions where companies can recruit talent and Kalamazoo thrives as a regional hub.

7. How can elected officials create a place where working together toward meaningful progress is the priority?

By framing collaboration as movement. My campaign emphasizes partnerships across sectors: neighborhoods, business, civic leaders, nightlife, and sustainability. When we align around shared goals and celebrate momentum, progress follows. Officials must model transparency and consistency so collaboration feels reliable and productive.

8. What opportunities do you see for elected officials to strengthen community engagement andbroaden access to economic and civic opportunities? What challenges may arise?

Elected officials can strengthen engagement by expanding neighborhood and business partnerships, offering both digital and inperson forums, and connecting residents to workforce pipelines. Building on civic involvement, nightlife, and sustainability creates more entry points for participation. Challenges include mistrust and fatigue, but steady communication and visible progress can rebuild confidence.

9. In what ways do you plan to connect with constituents to receive their input?

I will connect through neighborhood meetings, small business roundtables, civic workshops, events, and digital platforms. I’ll be available at community gatherings and hold open office hours. Just as important, I will follow up after sharing feedback with staff so residents know how their input is used. Consistency is the foundation of trust, so communication will be ongoing to build lasting relationships.

10. What are your long-term political/career goals?

My focus is local. My campaign is about building a city that works for everyone; neighborhood by neighborhood, day to night. Long-term, I want to keep strengthening civic life, housing, business growth, and sustainable infrastructure in ways that position Kalamazoo as a model mid-sized city for innovation and prosperity.
